Dinesh Pai: Patient capital needs a first customer

Dinesh Pai, who leads investments at Rainmatter, sees the RDI Fund as a way to give hardware and deeptech teams more patient capital. But in his LinkedIn explainer, he argues that financing is only part of the problem: government buyers also need to open procurement to domestic startups. Pai frames the fund around the cost of getting a technology through pilots and towards commercial use. His point is that high-risk R&D needs financing that can wait for engineering progress. He calls for Indian defence buyers and public-sector enterprises to open procurement consistently to domestic startups. In his view, funding can support the build, but a first customer is needed to turn a working technology into a business. "Unless Indian defense and PSUs open up procurement to these domestic startups consistently, capital only goes so far." This is Pai's assessment, not a procurement commitment under the scheme. The official RDI portal puts the scheme's outlay at ₹1 lakh crore over six years. DST's 2026 rules provide for long-term loans, equity or both, channelled through second-level fund managers to eligible technology entities working at Technology Readiness Level 4 and above. The 50-year interest-free loan in the rules funds the ANRF-level corpus, not a blanket 50-year loan offered directly to every startup. At project level, RDIF financing is normally capped at 50% of assessed cost, with the balance arranged from self or commercial sources; approved exceptions are possible. Loan and equity routes have different calculations. DTT's existing RDIF news story covers the first cohort of 19 second-level fund managers and the approved ₹7,131 crore commitment. That is financing infrastructure. Pai's post adds an investor's question: who buys the technology once it works? This is an attributed reading of a public LinkedIn post, not an interview with Dinesh Pai or a new fund announcement.
